NHBSA 2008 CLASS “B” FAST PITCH TOURNAMENT RULES ASA TOURNAMENT RULES APPLY EXCEPT WHERE LISTED BELOW: ROSTER: 15 player max…no crossing from one team/age to another. At least 80% of the roster must be players from your association, 20% can be outside of your association. There will be no class “A” pick up players permitted. Any violation of this rule will result in a forfeit of all games with no refund. All teams must submit a roster to the director prior to their 1st game along with proof of accident insurance for their players and managers. If you do not have insurance, you will be required to sign a waiver releasing nhbsa and all associated including Highlands School District of any legal, medical and financial responsibilities that may result from injury to a player, coach and/or all associated with your team. Each team may field up to 9 players on defense with the exception of U10….10 players with 4 being outfielders. You must have a minimum of 8 players to start and finish a game. If an injury occurs to a player; a player on your roster must replace the injured player. If no substitute is available, no out will be charged when the injured player is due to bat. STARTERS may re-enter once and they must re-enter in the same batting order. **U10-continuous batting order. You may substitute a courtesy runner for the pitcher or catcher at any time. The courtesy runner must be the player who recorded the last out or a rostered player currently not entered in the game. The scheduled game time is forfeit time. All games forfeited will end in a score of 7-0 in the U15 and 6-0 in the U12 & 10’s for tie breaking purposes. All fields will be considered neutral. A coin toss will determine the home team. Pitchers will be permitted to throw 5 warm-up pitches in the 1st inning and 3 in the remaining innings. No infield/outfield practice between innings, we need to keep the games moving. All games will have a 1 hr and 20 min drop dead time limit, with no new inning to begin after the 1 hour and 15min mark. The umpire should announce the start time of each game. If the inning is not completed at the drop dead time the game will revert to the previously completed inning to determine the outcome. There will be no time limit in the championship games. A regulation game is 6 innings for U10 and U12, 7 innings for U15. THE MERCY RULE will be in effect for all ages as follows: U10 & U12 - 10 after 4 and 8 after 5. U15 will be 12 after 4, 10 after 5 and 8 after 6. RUNS PER INNING RULE will be in effect for U10 and U12. (5 per inning) or until play stops. (the umpire will indicate stoppage of play) This rule will not apply in the last inning. The last inning is defined for the U10 and U12 as the 6th . NOTE: ANY OTHER INNING PRIOR TO THE 6TH DEEMED THE LAST INNING DUE TO TIME LIMIT THE MAX RUNS WILL BE UNLIMITED. TIE BREAKERS: During pool play the international tie breaker will be used up to the time limit (1:20). If time expires and the game is still at a tie, after the last complete inning, the game will be considered a tie game. During the elimination round, play continues under the international tie breaker rules without a time limit until a winner is determined. Points during pool play will be earned as follows. 2pts/win, 1pt. ea/tie, 0 pts/loss. For seeding purposes, in the event of a tie, tie breakers will be as follows: head to head, least runs allowed, run differential, most runs scored and finally a coin flip. Only ASA approved bats may be used. There are no pitching restrictions (#of innings). Only the starting pitcher can re-enter the game as a pitcher (once). Each team manager should pick up a “MVP”pin prior to their game. You are to award one pin per game to an opposing player and visa versa. Teams will be held responsible for the conduct of their parents and fans. Teams will forfeit any game in which the umpire(s) deem a team(s) parents and/or fans are acting to disrupt the game or are acting in a manor that is offensive to the umpires, the other team or spectators. Umpires and the tournament director will make the final determination. The Sr umpire or the tournament directors’ decisions will be final … protests will be acted on immediately. In the event of inclement weather, the tournament director will have sole responsibility and discretion in determining how and if any games are rescheduled. The tournament director if necessary, can change the format of the tournament, number of games, length of games, starting times and use any other means available to complete the tournament. U10 No infield fly No dropped third strike No stealing home unless a defensive play is made on the runner at 3rd (pick off) One stolen base per pitch Stealing is permitted after the ball crosses home plate Continuous batting order ****MANAGERS….PLEASE HAVE YOUR TEAMS READY TO PLAY 20 MINS PRIOR TO YOUR DESIGNATED START TIME. IN THE EVENT THAT A GAME FINISHES WAY AHEAD OF TIME, WE WOULD LIKE TO START THE NEXT GAME EARLY IF POSSIBLE. REFUND POLICY: No refund will be given for forfeits or any team removed from the tournament. In the event of inclement weather, wet unplayable fields or other acts of nature which are not controlled by the tournament director, host organization or field owner that causes cancellation of any or all of the tournament the following refund policy will be as follows: if no games are played, teams will receive $100.00. Once any games are started a prorated refund will be based on the number of games each individual team has played. A refund of $50.00 per game will be paid up to a maximum of 100.00. |
